In the Winter of 1991, some months before the Summer 1992 Olympics in Barcelona, a campaign of protest was started by a politically ambitious Dr. Alphonse Arcelin. 

He threatened to ask all black athletes to boycott the Barcelona Olympics if the body was not moved.
